You can tell who is telling the truth by walking around The Dustbowl and checking the different locations mentioned by those in the seminar to see if their information is accurate. Each of these professional liars will state something that isn’t true about a part of The Dustbowl while one will be telling the truth. For instance, Knucklehead Toya might mention the lie that the weapon shop is always very loud.
Swindling Seminar quest guide in Final Fantasy 7 Rebirth
So you’re stuck in Corel Prison and need to get some Sylkis Greens for Piko? Luckily, you can get one by completing the Swindling Seminar quest. Talk to Conniving Caglio to get the quest started. He can be found near the entrance to the underground fighting arena in the prison.

Each of Caglio’s five pupils has one truth and one lie that they tell. For this quest, you must discern who is telling the truth among these pupils. Talk to each of them. If they are lying, they will say the following phrases:

To find out the truth about what each character is saying, you can visit the weapon store owner, Gus’ Place, the Beast Battleground Arena, Maghnata Books, and the bar. A tip to help you identify the lie is that it is usually something exact or exaggerated. For instance, it doesn’t make sense that Gus’ autobipgraphy would never be in stock when he runs the shop.
You will receive a map of the area with each pupil’s lie marked on it. You can use this map to visit the various areas of the dustbowl mentioned in the minigame to discern who is telling the truth. Once you have figured out who is the truth-teller, tell Caglio and you will need to pay 500 gil to take a guess. If you have the correct answer, you will get the Sylkis Greens to give to Piko for the Chocobo Racing game. Unfortunately, there is no achievement or trophy for completing this tedious mission.
