You’ll make your way through the tunnels below Dogtown until you reach a crossroads. Take the right path and you’ll find there’s a steaming pipe blocking the path. Go left and there’s a dead end. The path heading right it is. Myers suggests there might be a valve nearby, which there is.

Backtrack from the steaming pipe and follow the large yellow pipe on your left until you spot the valve, behind some scaffolding. To reach the valve, look up then jump up to a broken platform on the right. Follow it left into the scaffolding and drop down. Approach the valve and interact with it to shut off the steam.

Return to the gap where the steam was. It will now be clear. Head through and continue on with leading President Myers out of the tunnels.
