This is done via the Rostrum of Transformation. You simply walk up to the pad and interact with it to bring up your customization options. How To Unlock Dragon Riding Customizations

Once you’ve opened your dragon riding customization you’ll notice something different than other customization menus. There are locked options, this is because there is a significant emphasis with the system of unlocking the cosmetics, you can consider each cosmetic a separate thing to collect and discover with the more significant changes to the mounts coming from more difficult locations. There’s even an option to change your Renewed Proto Drake into the appearance of the Storm-Eater which looks incredible!
