First things first, not to get all reductive, but check that you’ve typed in your friend’s name correctly. I can’t count the number of types I’ve made a typo in a username and not found someone, so it’s easily done. Assuming you’ve got it right, here’s some actual ways you can solve the issue.
Friend requests not working could be caused by a number of things, but one in particular. The majority of players who are receiving this error appear to be trying to play via crossplay, with players on different platforms (e.g. PS5 and PC) unable to connect with one another.

If you’re playing on the same platform, try adding your friends outside the game instead of in Helldivers 2. This will circumvent any potential server issues.
If you’re trying to play with friends on the same platform, then head to settings and turn off crossplay. This could potentially solve the issue as your game will now only be set to connect with those on the same platform.
Additionally if you’re on PC, you can make it easier for someone to add you by following these steps. Change your Steam name to something between 3 and 16 characters that uses no special characters. Restart your game, or even your PC, and then get your friend to send an invite again.
Unfortunately, if none of these solutions is working for you, then it’s likely that the issue is a server-side problem that developer Arrowhead Game Studios will have to fix. In this instance, your best bet is to simply close the game and try again later when the servers are more stable.
