The Starfield A Legacy Forged quest will see you deal with much of the fallout of the turbulent UC Vanguard faction questline, including what to do with Vae Victis. As a part of that, you’re going to have to make several decisions which will have far reaching consequences, and we’re here to help you make the right decisions.

Speaking to Vae Victis

Once you’ve completed the previous mission, Hostile Intelligence, you can head back to New Atlantis to talk to Vae Victis. He’ll be locked up in his cell in the MAST Building in the MAST District. Armed with your knowledge of Vae Victis and the Terrormorphs, head down and interact with the nearby intercom to confront him.

Victis will admit the truth about his involvement with the Terrormorph attacks, and that he has been using pollen from the Lazarus Plants to cultivate new Terrormorphs in civilian areas. In an attempt to develop his and his daughter Hadrian’s legacy, his plan was to frame the late Reginald Orlase as the actual perpetrator of the attacks, while claiming the glory for himself.

With his confession, it’s now up to you to decide on his fate. Victis asks you to keep this a secret so as to let his plan come to fruition to ensure Hadrian still gets her credit. From here, leave Victis and take the Subsection Seven elevator to the Cabinet Chambers / Interstellar Affairs floor to talk to Hadrian and Percival.

Speaking to Hadrian and Percival – should you lie for Vae Victis?

Once you start speaking to Hadrian and Percival, you have to make your first choice of the quest. This is whether or not to tell Hadrian and Percival the truth, or lie and cover things up as Vae Victis asked you to. Here are the outcomes for both dialogue options:

Telling the truth

If you tell the truth about Vae Victis, then Hadrian will proceed to bring this to the Cabinet’s attention, confirming Victis as a killer and a criminal. 

Lying for Victis

If you choose to lie on the behalf of Victis, Hadrian will continue to have no idea about his involvement, and the UC Cabinet will come to their own decision about Victis. More on this in the next section.

Should you lie to the Cabinet about Vae Victis?

Once you head into the Cabinet room with Hadrian and Percival, you’ll be questioned by the Cabinet. This will involve questions about the true identity of the perpetrator of the Terrormorph attacks, and whether you lie for Victis or not.

Here is what happens in each scenario:

Telling the truth to the Cabinet

If you or Hadrian tells the truth to the Cabinet, you will be asked for evidence to back up this claim. You can do this by providing the Emergency Recorder that you recovered in the prior Hostile Intelligence mission. In this instance, it will be decided that Victis will be executed, and you won’t ever see him again. You will also gain access to his cell, but there isn’t anything of particular note in there.

Lying to the Cabinet

If you continue to lie on Victis’ behalf, then both Hadrian and the Cabinet will continue to have no idea about his true involvement. You can confirm the story of Reginal Orlase’s grudge against the United Colonies, and lie that he was the true perpetrator of the Terrormorph plan.

While the base rewards of the quest are the same when lying to the Cabinet as telling the truth, you do actually gain the opportunity to take on further missions on behalf of Vae Victis. Naturally, it also means Victis and Hadrian will be seen as heroes of the UC.

Should you choose Aceles or Microbes?

The Cabinet will always decide to secure the Lazarus Plants on Londinion so as to prevent any more Terrormorphs from being created in the future. You can try and influence them to include the Freestar Collective in this plan so as to promote good diplomatic relations between the two groups. In order to wipe them out, though, you will be asked for your input on whether to use Aceles or Microbes. Both of these have pros and cons, and your decision will have an impact on the outcome.

Here is what happens for each choice:

Choosing Aceles

If you choose Aceles, the UC will immediately begin working to produce as many Aceles as possible, though this will take a fair amount of time. After choosing this option, you will occasionally come across Aceles fighting Terrormorphs alongside UC soldiers. It’s also implied that their potential hostility could be a problem in populated areas, but this doesn’t really affect your gameplay.

Choosing Microbes

This is the fastest option, and will even curry you some favour with your companions if you choose it. If you choose this option, UC will engineer Microbes which can be used to quickly and effectively wipe out all the Terrormorphs and Heatleeches in the Settled Systems. The cons of it are that it is underdeveloped and could affect humans in the future, but this won’t have any impact on your playthrough.

Finishing the quest and rewards

Once the meeting is over, you will be rewarded with Class One Citizenship to the United Colonies, 15000 credits, a New Atlantis penthouse, and reduced prices on any Colonial goods. You’ll also be able to get additional faction missions at any time from Commander Tuala. If that penthouse isn’t your thing, you might prefer a Starfield outpost instead, just make sure you know how to assign crew to an outpost in Starfield too.

Should you lie for Vae Vectis?

If you want to gain access to an additional quest, then you should lie for Vae Vectis. If you don’t mind missing out on extra missions, then your choice does not matter, and you can choose based on your own preferences.

Should you choose Aceles or Microbes?

​You should choose Microbes as the outcome is the same as choosing Aceles, but you will gain some companion affinity for choosing Microbes.
