If you want to skip the evolution process of Starly and find Staravia directly in the wild while exploring Paldea, you can do so. Staravia normally spawns in the same places as Starly. That said, the place with the highest spawn rate of Staravia is the West Province (Area Two), as its spawn rate in southern Paldea is lower.
