If you want to catch Ho-Oh you need to obtain the Ho-Oh Treat from Snacksworth near the entrance to Blueberry Academy. Ho-Oh is exclusive to Pokemon Scarlet but can also be obtained in Pokemon Violet under the right circumstances.
To obtain the Ho-Oh Treat in Pokemon Scarlet, you need to complete solo Blueberry Quests (BBQs) in the Terarium. After completing enough of them, Snacksworth will gift you the treat. If you are playing Pokemon Violet, you must complete group Blueberry Quests to obtain the Ho-Oh Treat.
