Festival Jinbei (Green)

The Green Festival Jinbei is given to you as part of the story of the DLC. After meeting up with Kieran near the Dreaded Den, you will go back to his and Carmine’s home. Here, you will be given the outfit as well as a new hairstyle and the Teal Style Card.

Festival Jinbei (Deep Blue and White/Gray)

Both the Deep Blue Jinbei and White/Gray Jinbei are given to you by Kieran and Carmine’s grandmother after you complete the Teal Mask storyline. After completing the story, simply return to their grandmother to obtain both outfits.

Flash Festival Jinbei

This outfit is a bit more difficult to obtain. First, you must complete the DLC. Afterward, speak to the caretaker near Loyalty Plaza. He will want your help raising money to repair the plaza. The total you need to get is 1,000,000 Pokédollars. Donating all of this money will get you a cutscene and the new outfit.
