You will first encounter the mask shop in Kitakami Hall during the story when you go to the festival. This will happen after you meet up with and battle Kieran at the second signpost near the Dreaded Den on Oni Mountain.

Once you return from the mountain, you will get the Teal Style Card – a key item for new hairstyles and outfits in the Paldea Region in the base game. You will also get a new outfit and a new hairstyle. Afterward, you will head to the festival where the mask maker is gone.

Don’t worry, the mask maker isn’t missing as part of a quest or side quest. They are only gone during this part of the story. If you visit this area during the day or during a different night, the mask maker will be there.

The mask maker’s shop is the one with the masks and the green and white banner. It is near the shaved ice shop and the candy apple shop. Make sure you also enjoy the mochi and some Ogre Oustin’ while you are at the festival.
