This is an optional piece of paid DLC you can buy that will grant you all the additional content – including early access – of the Forza Motorsport Premium Edition. You can even buy this version if you’re getting the game on Game Pass.

Forza Motorsport – how do I upgrade to the Premium Edition?

To upgrade to the Forza Motorsport Premium Edition, you’ll want to head to the Xbox Store on PC or Xbox, depending on where you intend to buy the game. Then, in the Store, search for ‘Forza Motorsport’. Under the topic ‘Games for Purchase’ you should see the tile for Forza Motorsport Premium Add-On Bundle. Click that, and you’ll be taken to the store page, and it’s simply a case of hitting the button marked ‘Pre-Order’ or ‘Buy’ (depending on when you grab it.) If you’re on Xbox Game Pass, you’ll also get yourself a nice little 10% discount off the price.
