In an email to Destructoid, Sega stated that it will unveil an ‘all-new AAA game’ at Gamescom in two weeks time.

At the trade fair, Sega also plans to promote the Sega Mega Drive Mini, with all 42 games playable with a ‘giant fully functioning controller.’ A Catherine: Full Body demo with cutscenes will be shown off, and the first chapter of Two Point Hospital will be there ‘for the first time on consoles’.

Sega has developed and swiped up a metaphorical mountain of IPs over the years, so there’s no telling what this mystery game could be. A new Sonic the Hedgehog game seems unlikely, because the phrasing infers that it's unique to the developer's previous franchises. But maybe Sega is keeping it intentionally cryptic, as a new Sonic entry is in the works, and it'd be remiss to spoil the surprise scheduled for later this month.
