Once you’ve reached level 15 or higher, head to Vesper Bay in Western Thanalan, and speak with Swyrgeim who can be found leaning against a wall on the bay’s main square. Speaking with her will give you the quest called ‘Color Your World’.
This quest is one of the easiest in the entire game. All you have to do is give her some blood orange juice and the quest will be completed. Getting a bottle of blood orange juice isn’t hard at all as it can be purchased in the local inn from Folclind. Bring the blood orange juice to Swyrgeim and you’ll unlock the ability to dye your gear.

One thing to remember is that dying gear isn’t exactly free, as one dyejob consumes exactly one dye. If you aren’t sure where to get dyes, then luckily there are a variety of different means such as simply buying them from vendors or maybe making your own by using pigments. However, whatever you do, do NOT buy dyes from the market board, as players tend to grossly inflate the prices.

Finally, it isn’t as if every single piece of gear can be crafted. Instead, many raid or quest exclusive gears can not be dyed, although some sets do become dye ready when boosted a couple of levels.
