The biggest problem for Navia is that she is extremely Crit-Rate hungry. Since her damage multipliers are so high on her Skill, you are effectively losing DPS if you don’t Crit hit with her Skill. To this end, you need to focus more on Crit Rate over DMG, until you have over 50%. Look for Crit Rate on your sub stats!
Depending on your weapon and your sub-stats, you should decide on a Crit Rate or DMG Circlet to make up for whatever you’re missing. With that in mind, thanks to how ridiculously powerful Navia’s attacks are, Crit DMG isn’t a huge priority since a regular Crit can still do over 100k damage.
The best weapon for Nava is Verdict. This Claymore is her signature 5-Star weapon that can only be obtained from the limited Weapon Banner that runs alongside Navia.
