The release time for when The Sims 4 For Rent DLC is coming out is 10 AM PT/ 1 PM ET/ 6 PM GMT on December 7th. This comes courtesy of the countdown on Steam for PC. As for PlayStation, the PSN store countdown suggests it launches at 9 PM PT on December 6th, and 12 AM ET/ 12 AM GMT on December 7th. As for Xbox, the Microsoft store suggests it shares the same launch hours as PC.
