Xur is making his first appearance in Destiny following the launch of the House of Wolves DLC, so Guardians are rightfully expecting high quality armour sets and weapons to spend their hard-earned coins and Motes of Light.
Xur is actually found in the Reef today, to the right of your spawn point, but is unfortunately selling exclusively old gear.
