Riot Games have just released the patch notes for League of Legends Patch 13.12 which sees champions like Kha’Zix and Zeri get nerfed while champions like Lulu and Yummi have been balanced out to nerf them slightly in Pro play and Elite play but also still have them be welcoming picks for new League of Legends players.

Firstly, Lulu is set to be nerfed in Pro play but Riot is looking to retain “her current power level for other players.” This mentality has led Riot to nerf Lulu when it comes to Armour and Magic Damage while slightly buffing the character’s Shield Value. The detailed changes to Lulu can be seen below:

  • Armour: 29 ⇒ 26
  • Magic Damage: 15-117 (based on level) ⇒ 9-111 (based on level)
  • Shield Value: 75/110/145/180/215 (+55% AP) ⇒ 75/115/155/195/235 (+55% AP)

Yuumi is a champion that Riot intends to be a starting point for newer players to League of Legends. However, as a result of the 13.10 Support item changes Yuumi has been performing at a much higher level across all skill brackets including Pro play and Elite play. Riot notes in Patch 13.12 that they’re “proactively dropping her general power levels while she’s overperforming across the board with the goal to keep Yuumi playable for the rest of her non-Pro player base.” The full changes to Yuumi can be found below:

  • Best Friend Bonus: 10-20% Heal and Shield Power (based on ally level) ⇒ 5/7.5/10/12.5/15% (based on spell rank)
  • Shield Value: 90/120/150/180/210 (+30% AP) ⇒ 80/105/130/155/180 (+ 30% AP)
  • Attack Speed Buff: 35% (+8% per 100 AP) ⇒ 25/27.5/30/32.5/35% (+ 8% per 100 AP)
  • Heal per Hit: 35/50/65 (+15% AP) ⇒ 25/40/55 (+ 15% AP)

Kha’Zix is one of the characters that Riot admits is “top of the food chain in too many ways” including “power levels, pick rate, and ban rate.” With the latest patch Riot is looking to reduce the power and frustration the champion brings to games, especially in that higher skill bracket. As such Kha’Zix will now see a reduction in raw damage and a slower clear speed with the character’s Base Attack Damage going from 63 down to 60.

Finally, Zeri is undoubtedly the champion who has been the recipient of the most changes in Patch 13.12. The Trinity Force build really revitalized players’ interest in the character but with that came a reliance on certain enchanters. Riot has made the decision to “stop her itemizing like a bruiser” and is removing “her synergies with shielding enchanters.” Riot has certainly made a huge decision by completely removing her passive altogether but they note that this change is to allow them “to balance Zeri more around her own personal power and less around her support which will let us get her into a better spot long term.” Zeri’s full changes are as follows:

  • Movement Speed: 330 ⇒ 335
  • REMOVED Not So Fast: The passive where Zeri steals 45% of the shields she damages and gains 10% movement speed for 2 seconds whenever she receives a shield has been removed.
  • Q Passive Goes Here: Q – Burst Fire’s passive has been moved to be Zeri’s primary passive.
  • REMOVED Q Passive to Passive: Q’s passive has been moved to be Zeri’s primary passive.
  • Trinity No More: Q – Burst Fire no longer activates Sheen
  • Maximum On-Hit Critical Strike Multiplier: 65% ⇒ 85%

Alongside the major changes to champions, the League of Legends Patch 13.12 also contains a new “Mythic skinline, Crystalis Motus, a new Mythic shop rotation, new Shan Hai Scrolls skins, and a batch of ARAM adjustments.” The following Skins are set to be added to this patch:

  • Shan Hai Scrolls Bard
  • Shan Hai Scrolls Kog’Maw
  • Shan Hai Scrolls Lillia
  • Shan Hai Scrolls
  • Tahm Kench
