To catch Charmander in Pokemon Indigo Disk, you need to spend 3,000 Blueberry Points (BP) in the League Club Room to upgrade the Savannah Biome. This will unlock multiple starter Pokemon in the area such as Rowlet and Sobble as well. Be sure to complete as many Blueberry Quests (BBQs) as you can to get BP.
Charmander can be found near the entrance to the Savannah Biome of the Terrarium. For us, it took about a minute after entering the biome to find a Charmander. This is because they like to travel in groups, making it easy to spot them in the open fields.

Charmander is a starter Pokemon so it evolves by leveling. This Pokemon evolves into Charmeleon at level 16. After that, Charmeleon evolves into Charizard at level 36. If caught in the Terarium, you just need to level up Charmander one time to make it evolve into Charmeleon and then level up Charmeleon to make it evolve into Charizard.
Make sure to have plenty of EXP Candies or Rare Candy to help this Pokemon evolve. Once Charmander evolves into Charizard, it has the following abilities:
