According to CD Projekt, the Phantom Liberty expansion only supports SSDs. So before you consider buying the DLC, be sure to check if your PC meets the above requirements. And if you’re playing on a console, see whether Phantom Liberty is on PS4. The Phantom Liberty expansion is set to launch tomorrow September 21 and you’ll have to buy the new DLC to play.
