With the launch of Fallout London, and the hype of the total conversion mod for Fallout 4, many people want to get access to the game. However, to play the game, you are going to need to own Fallout 4 and all of its DLCs.

“Fallout London requires Fallout 4 and all of the DLC. There are no plans to release a ‘lite’ version as it would require major reworking of our mod.”

As mentioned on the official mod website’s FAQ,

So, if you want to play Fallout London, then you need to get all the DLC and Fallout 4. Fallout Game of the Year edition comes with all the DLCs so can get that purchase really quickly.  Alternatively, you can buy each DLC or get the Season Pass.

Players do not need to own the High-Resolution Texture pack either.

At the time of writing, GoG is currently doing a sale on Fallout 4, and has an easy Fallout London mod download package to to get the game set up easily. Steam unfortunately is not running a sale so it is something to consider depending on what items you’re missing.

Also, be advised that the next-generation update broke Fallout London. GoG’s pre-packed Fallout London mod is backwards compatible with the older version of the mod. Meanwhile, Steam players are going to need to downgrade the version using the Fallout 4 Downgrader addon. So, if you’re going to get it on Steam, be advised this is an extra step to get the Fallout London mod working.  It requires your password and Steam username, btw.

Also, be advised you cannot play the mod on GamePass or on console. The game pass does not give access to the GOTY edition, nor does it offer access to the season pass DLC. However, you can get Fallout 4 on sale via the Windows store too. As for console port, the mod is suddenly not developed for consoles and there are no plans to at this time.
