Scattered across Dawnshore are seven fragments that, when pieced together, form the Scales of the Oathbinder, an artifact with powerful properties and a totem of Woedica. As you find these fragments, the totem’s power will grow, granting extra benefits when assembled and installed at your Party Camp.
While a fairly contained area, Dawnshore is made up of numerous hidden nooks and crannies where you’ll find these totem fragments. In this guide, we’ll walk you through where to find all seven Totem of the Rightful Rulership fragment locations in Avowed. If you need a helping hand, you can buy the Fragments of Scales document from the trader Sanza in Paradis Hightown, which includes clues about the locations of the Woedica’s god totem fragments.
Golden Plaque of Promises
You’ll find this one at the top of the Lighthouse to the west of Claviger’s Landing. Use the wooden platforms to parkour your way up to the top. The fragment is near a ledge that overlooks the water below.

Golden Scale of Order
Found at the top of the Pargrun Cache in the north of Dawnshore. Use a grenade or magic to break the wall then make your way up to the top. Once you reach the building with the chest, jump to the platform on the other side then up the tree roots and rocky platform to reach a ledge with the totem fragment.

Golden Plaque of Oaths
You can get hold of this one in the Usher’s Hand to the immediate east of Paradis. Head to the Southern Embrace Party Camp, then head north on the road. Look out for a cave mouth on your left. Follow it then dive into the water and surface into a small cavern where you’ll find the Golden Plaque of Oats resting on some rubble. You can also reach by dropping down from above by freezing the grating.

Scales of the Oathbinder
You can pick the Scales of the Oathbinder Totem Core from the altar at the top of the Shrine of Woedica. You’ll find it to the northeast of Paradis in The Rise region. Go to the God’s Gate Beacon then press on north until you come to the shrine.

You’ll find this one in the back part of the trader Sanza’s emporium in the south of the Paradis Hightown. Go left of the shop counter and through the door. The Broken Crown Jewel is on the desk straight ahead near the Artifact Observations document.

Golden Scale of Justice
You’ll find the Golden Scale of Justice in the Market District of Paradis. To reach it head up the stairs on the eastern side of the market that leads to the Pearl District. Check the map image above for the spot. Climb up the crates ahead of you at the top of the stairs, then up onto the scaffolding and follow the path around the side of the building. Jump up onto the ledge ahead then follow the balcony round to the left until you’re overlooking the market.
Turn right and run and jump from the scaffolding to the balcony with the painting easel and table straight ahead. Head through the doorway into the room then take a left. Burn the cobwebs using Kai’s Firestarter ability and climb down the ladder. Defeat the waves Phantom spectral enemies (they are weak to magic). Once defeated, you’ll find the Golden Scale of Justice by a collapsed bookcase at the back of the room.

Golden Flames
The Golden Flames fragment is found on a cliff at the top of Castol’s Folly, the large island in the south of Dawnshore. Approach from the Southern Embrace then hop across the pillars to reach the island. Continue on until you reach the first camp. On the left, you’ll see a cave leading to a wall you can break. Do so, then climb up the ledges to the second camp. Take a right and hop across the gap. Follow the path round and you’ll find the fragment sitting on the edge of the cliff on a blanket next to a lantern.
Restore the Scale of the Oathbinder
Once you’ve found all size fragments, head to a Party Camp to assemble them together to complete the the Torem of Rightful Rulership side quest. You can do this at the totem rocks. Once assembled, the totem will give you the following benefits:
- Swift Orders – reduces companion ability cooldown by 15%
- The Power of Command – activating a companion ability increases your damage for 5 seconds
- Sympathy for the Damned – Critical hits deal high fire accumulation
- The Queen’s Burden – +2 Intellect and +2 Resolve
- Noblesse Oblige – reviving a companion grants rapid health and essence regeneration
- Flames of Resurrection – Second Wind casts Rings of Fire
