Going over the specifications, the RX 7700 XT seems to be behind the RTX 4070 duo in all aspects. The only place where it slightly succeeds the RTX 4070 is at boost clock speeds, which is practically negligible. Similarly, it is only better than the RTX 4070 Ti in rated TGP, where the RX 7700 XT is 40 W more power efficient. Apart from that, the RX 7700 XT falls below the RTX 4070 and the RTX 4070 in all areas. It has fewer cores, less bandwidth, and GDDR6 is inferior to GDDR6X.
On the other hand, the RTX 4070 Ti is clearly better than the RTX 4070, which is understandable. The only thing the two share is VRAM specifications, which is exactly the same.
