During the E3 2019 Ubisoft briefing, The Division 2 Episode 3 was shown off with a new trailer, and it looks like it's set in New York.

As you can see, a squad of operatives is combing a long-abandoned beach, and at the end of the trailer, the camera pans out to reveal the New York skyline.
On top of that, there was also a Year 1 first look trailer, which gives a taste of what's on the way in Episodes 1 and 2 of The Division.
The blurb reads, 'Taking back the Capitol was only the beginning.'
Episode 3 is set to arrive in 'Early 2020.'
