Call of Duty 2020 may bring jetpacks back, but the director despises them due to the negativity surrounding their use in previous entries (via DualShockers).

A fan asked Treyarch game director David “Vahn” Vonderhaar if jetpacks would be added to the next Call of Duty title. He emphatically answered, “NO.” As fans continued to press the issue, he joked that he was “hung from the highest branch” by the community with the mechanic that was used in each Call of Duty game between 2014 and 2017. Vonderhaar has since softened his stance and poked fun at people who are taking his words literally, so it seems the jury is still out on jetpacks.
