To unlock Sobble in Pokemon Indigo Disk, you must contribute 3,000 Blueberry Points (BP) to the Terarium Club to upgrade the Savanna Biome. Once this Biome is upgraded, you will start seeing starter Pokemon such as Totodile, and Fennekin there.

Sobble can be found in a few areas around the Savanna Biome but is mostly found in the water near the entrance to the Terarium. While searching the larger body over water, it only took us a couple of minutes to locate Sobble.

You will encounter Sobble between levels 50 and 70. Be sure to bring a Pokemon that knows that move False Swipe to easily knock Sobble’s heath down without making it faint.

Sobble evolves by leveling up. Specifically, Sobble will evolve into Drizzile at level 16. After that, Drizzile will evolve into Inteleon at level 35.
