Can you continue playing after finishing the story in Death Stranding 2?

Yes, the story is designed so that it puts you in a position where it makes narrative sense for you to keep playing the game. Episode 17 One Day, the game’s final chapter, is open-ended and there are no fixed story objectives: you can freely explore all and any part of the map, complete outstanding Standard Orders and Sub Orders, tussle with brigands and bandits, Beach Jump, fast travel with the DHV Magellan, and otherwise do as you wish unhindered.

This end game state also comes with a neat feature that lets you turn the Drawbridge Q-pid on and off. In practice what this means is that with the Q-pid on ghost mechs and BTs are less of a threat than during the story, making it easier to trek around and make deliveries. Alternatively, with the Q-pid off, the threat from enemies remains the same. If you want to make deliveries to raise the connection level with all shelters and facilities, keeping the Q-pid on makes it significantly more straightforward.
