You can do this by fulfilling Main Orders, Aid Requests, and returning Lost Cargo destined for the facility. Once you hit four stars, the facility’s caretaker Benjamin Rivera will hand over the Weapon Data for the rifle, allowing you to craft it at Delivery Terminals and onboard the DHV Magellan.
