Update: Bethesda aims to bring mod support to PS4 too, but it will be after Xbox One.
Speaking on YouTube’s E3 coverage, Todd Howard, game director at Bethesda Game Studios, said that the Fallout 4 Creation Kit will launch in early 2016 on PC, then at an unspecified later date on Xbox One and finally he’s hoping it will also come to PS4.

PC mods will be transferable to the Xbox One game at no cost.
There’s no word right now whether or not the feature will also be available on PS4.
