Mod support will be added to Fallout 4 on PS4 this week, Bethesda has announced.

Mods will form part of the 1.8 update, though as with Skyrim Special Edition these will be limited in size and won’t be able to access external assets. This means mods will be limited in scope somewhat, which isn’t the case on Xbox One.
Early last week Fallout 4’s Creation Kit was updated to support mods on PS4.
It’s also assumed that the 1.8 update on PS4 will introduce support for PS4 Pro enhancements, though this isn’t entirely clear.
Fallout 4 1.8 is also in certification for Xbox One.
