Once a code has been entered correctly a new Cheats menu selection is available on your phone, below Options, where you can access the cheats without having to enter the phone number every time. NOTE! Some achievements will be disabled when using the cheats.

I cant get my dial keypad, when i press up when the phone is in my hand nothing happend.

You need to finish one of the missions to unlock full phone access, once you enter a cheat it's stored in the "cheat" tab in phone options.

Also, if you're being shot at the phone dissapears so it's best to take cover in a car if you have police after you. Most of the cheats dissable some achievments apart from the spawn vehicle. The "Annihilator" (police heli) Does dissable one or two achievments though.

No , there is no car cust. in gta and u still can get achvmt. with cheats except one gun cheat, it will disable one achivment.
