Next, you need to find living tropical fish. They spawn underwater in the Mangrove Swamp, Lukewarm Ocean, Deep Lukewarm Ocean, Warm Ocean, and Lush Caves biome. Tropical fish tend to spawn in a group of 8 fishes.
