Milestone trick:
When doing milestones and it comes to the time factor when they say to evade police for 8 minutes, 9 minutes, etc the best place to go is to the bus station. There you will find 2 ramps go up the one on the right side and you will find a bunch of busses. Drive on top of them all the way to the end and wait there, the police will still be chasing you but you cant get busted here unless the police catch on to what you are doing then use this trick, lead them off the busses and as soon as your car touches the ground hit the reset button then it will bring you back on top of the busses. And whala theyre chasing you all over again. And in some cases the police will leave, when this happens drop onto the street and return back to the top of the busses and resume the chase. When your milestone is complete, evade the police. This part of getting away from them is based entirely on skill and practice, the more you pratice the more skill you will gain.

Get blacklist cars:
In order to sucessfully win every car on the blacklist, you must choose the markers as follows:
#15 - Middle marker then any other one you choose.
#14 - Middle marker then any other one you choose.
#13 - Middle marker then the left one.
#12 - Middle marker then any other one you choose.
#11 - Middle marker then any other one you choose.
#10 - Middle marker then the left one.
#09 - Middle marker then the left one.
#08 - Middle marker then the left one.
#07 - Middle marker then the left one.
#06 - Middle marker then the left one.
#05 - Middle marker then the left one.
#04 - Middle marker then any other one you choose.
#03 - Middle marker then the right one.
#02 - Middle marker then the left one.
#01 - Get all your milestones and race events complete to challenge razor and get your car back from him. Then out run police and finish the game.

A "Title Screen" is usually the first screen you come to... with the 'title' on it. In this case: "Need For Speed Carbon".
The PC version looks like this (I couldnt find a 360 screenshot of the title screen):
