As for how 2011, 2012 and platinum differ there isn't much to say except for additional buildings.
At it's core, platinum is no different. The engine has not been updated since Focus Interactive took license and the game still runs on one core regardless of hardware configuration which makes cities nearing one million population more of a slideshow with frame rates. That considered, it is still a great free building game with vast maps and plenty of variety.
The mod community have done more for the game lately than Focus which echoes that Focus have no intention of updating the current engine because it isn't their own. A shame really. Cities XL is a must for any fan of the genre and could be ten times the game it is now.
Dated? Maybe. Riddled with bugs and performance issues? Definitely. But there aren't many games of this ilk, and none so deep and vast as Cities XL.
EDIT: For anyone considering this as an alternative to Sim City, make sure you have a look at XL Nation and Simtropolis for some essential mods such as the UI mod and Realistic Highways 2.0.

Btw anyone actually played 2012 XL Premium? I think I have a copy of 2011 XL, which apparently was basically 2010 XL with bug fixes, removed online social features and no additional content.
I do wonder now that SimCity's out and pissed off so many people, are people looking around for a more traditional city building sim experience?
