Xbox 360 CAN upscale to 1080p via component, VGA and HDMI for games. Also just because GTA4 can be upscaled doesnt mean there is going to be a noticeable difference between just running it natively at 720p or 1080p. It is only a resolution increase not some magical graphics improver. It will only make a big difference if the game is made from the ground up in 1080p ie GT5 Prologue.
Judging from those screens the PS3 does look quite garish with it's colours and is a touch blurry. As Eric said though with some ajustments through your panel you could probably get the colour balance as good as the 360.
Main thing is though the 360's exclusive additional content is the clincher as to why it is the superior version (or will be).

Firstly - the game is crashing on the 360 as well! Do a google for it, there are just as many disgruntled 360 owners reporting issues on forums. And in any case it's a very small % on both systems, so is hardly relevant.
Secondly - will you idiots that keep spouting out about 630p learn about TV's - THERE IS NO SUCH THING AS 630P! If the PS3 was outputting 630p the screen would be blank!!! LOL
The PS3 outputs at 1080p, I've tried it.
I've seen both versions running side by side (in person, not from doctored internet vids) and I have to say the PS3 version is better! Also pop-in is a HUGE issue on the 360, as is the texture loads - tree's look awful and the pedestrians have no faces if you're driving post quickly enough.
But who cares? GTA has NEVER been about graphics! It's been about the sound and gameplay - the PS3's 7.1 UNCOMPRESSED soundtrack is STUNNING and as a former PS2 owner the controls on the PS3 feel like they suit this game more. I also like playing online at will without buying a subscription...
The only thing that is certain is that MS wasted $50-100M, this will NOT be the crowd puller they were hoping for...
