Probably, although I'll bet it would cost them a couple of billion. Between one of the biggest franchises in gaming at the moment and the most widely-used development engine Epic will carry a, well, epic price tag.

The only reason the PS3 isnt selling as well is because of the price, in this time of economic uncertainty the Xbox and the Wii are doing so well because of their lower prices.

Thinking further, the MGS series doesn't need westernising, it's already one of the greatest series of games to come out of Japan. Capcom would get equally strange looks if they announced they were going westernise Resident Evil or Street Fighter, these series already appeal to the west, and gamers the world over.
Personally I haven't a clue how Kojima is going to reshuffle his company to make it more competitive, seems to me it they don't really have any competition and this is more of a passing phase amongst Japanese developers/publishers because they somehow think they've lost the plot a bit due to the recent phenomenol success of western developers.
I'd argue that this recent success isn't due to the west having better game designers or some advantage in being able to tap into mainstream popular culture, I'd say it was more along the lines of better word of mouth when it comes to hyping new titles, more aggressive publishing tactics and, dare I say it, a closer relationship with their end-users.
By way of example, type "Name of Western Game" Official Forums into Google and there's a high chance you'll have instant access to the developers, now try that with Metal Gear Solid to start a dialogue, not so easy.
In terms of MGS ever appearing on the 360, there's a very, very strong financial argument for it to happen, however, Kojima probably has to juggle that argument against how much damage he feels it would do to Sony, there's probably a very big personal loyalty thing going on there.

Plus as Fantasy stated the attachment to Sony. Or is there an attachment or was Capcom actually producing a game for a singular console (thus getting the best from the game) and chose the market leader. Which PS3 is by no means is so Capcom have to broaden their horizons.
